The majority of MPs voted to temporarily remove the requirement to submit safety and security information via entry declarations for goods being imported from territories from which the United Kingdom does not currently require entry declarations, including EU countries, Norway and Switzerland.
The reasoning for the regulations was given in the explanatory notes[1] as to ensure a customs safety and security regime can be in place if the United Kingdom withdraws from the European Union without a withdrawal agreement.
