The majority of MPs voted not to ban the High Speed Rail (West Midlands - Crewe) primary contractor from entering into non-disclosure agreements unless they are deemed in the public interest.

The proposed new clause rejected by a majority of MPs in this vote was titled:Non-Disclosure Agreements and began with its key operative clause:
- (1) The nominated undertaker, or any subcontractors thereof, must not enter into any non-disclosure agreement with any party in connection with the scheduled works unless the assessor of non-disclosure agreements related to the scheduled works (“the assessor”) has certified that it is in the public interest.
