Immigration and Social Security Co-ordination (EU Withdrawal) Bill — New Clause 1 — Duty to Commission an Independent Evaluation: Health and Social Care Sectors — 30 Jun 2020 at 18:00
The majority of MPs voted not to require an independent evaluation of the impact of ending the free movement of persons under European Union law on the health and social care sector.
MPs were considering the Immigration and Social Security Co-ordination (EU Withdrawal) Bill.[1]
The proposed new clause which was rejected in this vote was titled: Duty to commission an independent evaluation: health and social care sectors and began:
- (1) The Secretary of State shall commission an independent evaluation of the matters under subsection (5) and shall lay the report of the evaluation before each House of Parliament.
- (2) The Secretary of State must appoint an independent person to undertake the evaluation (“the independent evaluator”).
- ...
- (5) The evaluation under subsection (1) shall consider an assessment of the effects of this Act on—
- (a) the health and social care workforce;
- (b) the efficiency and effectiveness of the health and social care sectors;
- (c) the adequacy of public funding for the health and social care sectors; and
- (d) such other relevant matters as the independent evaluator sees fit.
The Bill provides an end to the general right for nationals of European Union member states, European Economic Area states and Switzerland to enter and reside in the UK while retaining such rights for Irish citizens.[2]
