The majority of MPs voted for the continuation of more relaxed planning laws, including allowing additional homes to be built on top of existing blocks of flats without planning permission.
The motion rejected in this vote was:
- That the Town and Country Planning (Permitted Development and Miscellaneous Amendments) (England) (Coronavirus) Regulations 2020 (S.I., 2020, No. 632), dated 23 June 2020, a copy of which was laid before this House on 24 June 2020, be revoked.
The explanatory notes to the regulations[1] describe the intent of the regulations as being to "allow development to assist in supporting the Government’s economic renewal package following the coronavirus outbreak."
The regulations provided for:
- * an additional allowance for the temporary use of land from 1st July 2020 to 31st December 2020.
- * a new permitted development right to allow a local authority to hold a market for an unlimited number of days without the requirement to submit an application for planning permission beginning with 25th June 2020 and ending with 23rd March 2021.
- * a permanent permitted development right to allow additional storeys to be constructed on existing purpose-built blocks of flats to create new homes.
- * an amendment to existing permitted development rights to ensure that new homes developed through permitted development rights provide adequate natural light for the occupants.
