82B: After Clause 123, insert the following new Clause- “Planning application fees (1) Section 303 of the Town and Country Planning Act 1990 (fees for planning applications etc.) is amended as follows. (2) After subsection (4) insert-“(4A) If the Secretary of State is satisfied that the income from the fees set by regulations does not meet the cost of performing the function, a local planning authority may make provision as to how a fee or charge under this section is to be calculated (including who is to make the calculation).”””
