7: Clause 5, page 11, line 22, after “detained” insert “by a constable or other authorised person”Member’s explanatory statementThis amendment and others in the name of Lord Kamall seek to introduce a new category of “authorised person” who can carry out detentions under the 1983 Act to offer better inter-agency response. The proposed amendments would remove the need for the presence of police at mental health incidents in the absence of any risk.
