  • declines to give a second reading to a Bill which authorises preparatory expenditure on a railway without specifying further detail of the route and a limit on expenditure.

The High Speed Rail (Preparation) Bill proposed approval for expenditure preparing for a high speed railway network connecting at least: London, Birmingham, the East Midlands, Sheffield, Leeds, and Manchester. Expenditure covered by the Bill includes surveying, design, land purchase, and compensating affected property owners.
