This motion is whether the House of Lords insists on it's amendment rather than the Commons amendment. The effect of the the Lords amendment is to include all those in custody within the terms of the Bill, whereas the Commons wishes to omit this provision. Those voting not-content wish to side with the Comons in leaving custody issues out of the Bill. Thoe voting Content wish to include custody in the Bill.
