The majority Not Contents defeated an amendment which would have allowed a wider range of Local Authorities to enter competitions to replace weak or failing schools, from only those Local Authorities deemed "excellent" to Local Authorities deemed "good" or "excellent". The effect of excluding Local Authorities from the competition (except when granted specific permission by the Secretary of State) is to make it more likely that non-Local-Authority organisations will win the competition to replace the failing school.
