Canterbury City Council Bill — Clause 2 — Definition of Comunity Support Officer in Canterbury City Council Bill — 31 Jan 2013 at 13:30

The majority of MPs voted to make it clear only Kent community support officers to be empowered to issue Fixed Penalty Notices in relation to street trading offences covered by the Canterbury City Council Bill including those related to the supplying of or offering to supply any service in a street for gain or reward.

MPs were considering the Canterbury City Council Bill[1]. The motion approved in this vote was:

  • That this House agrees with Lords amendment C5

Lords amendment C5[2] (also known as Lords amendment 5; the C refers to Canterbury[3]) stated:

  • Page 2, line 13, leave out “police” and insert “the Kent police force”

This amendment sought to alter clause 2[4] of the Bill, and in particular the definition which stated:

  • community support officer ”means a person designated by the chief officer of police as a community support officer under section 38 of the Police Reform Act 2002 (c. 30) (police powers for police authority employees)

making it:

  • community support officer ”means a person designated by the chief officer of the Kent police force as a community support officer under section 38 of the Police Reform Act 2002 (c. 30) (police powers for police authority employees)

The Canterbury City Council Bill contained provisions to extend the definition of street trading used to include the supplying of or offering to supply any service in a street for gain or reward.
