1: Clause 1, page 1, line 11, at end insert-“( ) Construction work otherwise authorised by this Act may not begin until-(a) the Secretary of State has commissioned a review of the merits of establishing Old Oak Common station as an interim eastern terminus for Phase One of High Speed 2, with the provision of convenient access arrangements with London Overground routes to the east and west of the station, and(b) the report of that review has been published.”
