(b) the study of European Community obligations of the United Kingdom,

(c) the scrutiny of Ministers of the Crown, and

(4) The declaration shall indicate a willingness to participate in--

(b) the study of European Community obligations of the United Kingdom,

(c) the scrutiny of Ministers of the Crown, and
