Health Protection (Coronavirus, Wearing of Face Coverings in a Relevant Place and on Public Transport) (England) (Amendment) Regulations 2020 — Increased Penalties for Repeated Breaches — 23 Sep 2020 at 20:40

The majority of MPs voted to support increased penalties for repeated breaches of the law requiring the wearing of facemasks in situations including shops and using public transport.

The motion supported by a majority of MPs in this vote was:

• That the Health Protection (Coronavirus, Wearing of Face Coverings in a Relevant Place and on Public Transport) (England) (Amendment) Regulations 2020 (S.I., 2020, No. 906), dated 26 August 2020, a copy of which was laid before this House on 27 August, be approved.

The regulations supported by a majority of MPs in this vote amended the sections on Fixed Penalty Notices within the The Health Protection (Coronavirus, Wearing of Face Coverings on Public Transport) (England) Regulations 2020 and The Health Protection (Coronavirus, Wearing of Face Coverings in a Relevant Place) (England) Regulations 2020. These regulations required the wearing of facemasks, in England, in shops, banks, indoor shopping centres and while using public transport.

In both cases the penalties were originally £100 reducing to £50 if paid within 14 days with no provision for higher penalties for subsequent notices issued to the same person. The regulations supported by a majority of MPs in this vote introduced a £200 fine for a second notice, doubling on each subsequent notice to a maximum of £3,200 for a sixth notice and any further notices.

These higher penalties came into force on 28 August 2020. This vote was held on 23 September 2010.
