Health Protection (Coronavirus) (Restrictions on Holding of Gatherings and Amendment) (England) Regulations 2020 — Ban on Gatherings of More than 30 People at Private Homes in England — 23 Sep 2020 at 20:40
The majority of MPs voted to approve a ban on indoor or outdoor gatherings of more than thirty people at a private home in England.
The motion supported by the majority of MPs in this vote was:
- That the Health Protection (Coronavirus) (Restrictions on Holding of Gatherings and Amendment) (England) Regulations 2020 (S.I., 2020, No. 907), dated 26 August 2020, a copy of which was laid before this House on 27 August, be approved.
These regulations primarily amended the Health Protection (Coronavirus, Restrictions) (No. 2) (England) Regulations 2020 and made other consequential amendments.
The regulations introduced two new provisions titled: Restriction on organisation or facilitation of certain large indoor gatherings and Restrictions on organisation or facilitation of other gatherings. The first of these prohibited taking part in organising indoor raves, the second more generally prohibited taking part in organising gatherings of more than 30 people on land not operated by an organisation, with exceptions including for gatherings convened by organisations where those gatherings are deemed necessary and where all reasonable measures to limit the risk of transmission of the coronavirus have been taken.
Fixed penalties for organising gatherings were set at £10,000 and £100 for other offences under the regulations.
The regulations which were the subject of this vote came into force on 28 August 2020 and would have ceased to have effect 28 days after coming into force unless they were approved by a motion of both houses of Parliament.[2]
